How to Get the NOC — Step by Step

  1. 1

Clear the final EMI or foreclosure

Make sure all dues — principal, interest, foreclosure charges — are cleared. Download the loan closure statement.

  2. 2

    Submit NOC request

In branch: fill the bank's "NOC application form" referencing your loan account number. Online: many banks offer an "NOC for Hypothecation Termination" option in the loan section.

  3. 3

    Attach supporting documents

ID proof (Aadhaar/PAN), latest RC copy, loan account statement, and your registered mobile / email for NOC dispatch.

  4. 4

    Receive bank confirmation

You will get an SMS / email confirming the NOC is under processing. Ask for the reference number — quote it in follow-ups.

  5. 5

    Collect the physical NOC

Banks typically courier the NOC to your registered address. Collect it and verify the vehicle number, chassis, engine, and loan account are correct.

  6. 6

    Use NOC within validity

The validity window is printed on the NOC itself — usually a few months. File Form 35 + NOC at RTO or on Parivahan well before it lapses to avoid having to reapply.

🚨 If the bank delays your NOC

Per RBI Circular RBI/2023-24/60 (DoR.MCS.REC.38/01.01.001/2023-24) dated 13 September 2023, regulated lenders — banks, NBFCs, HFCs, ARCs — must release all original movable/immovable property documents and remove any registered charge within 30 days of full loan repayment or settlement. Beyond this window, the borrower is entitled to compensation of ₹5,000 per day of delay.

  1. Write to the branch manager with loan account details and quote the RBI circular above.
  2. Email the nodal / principal nodal officer of the bank (published on every bank website).
  3. If unresolved in 30 days, file a complaint under the RBI Integrated Ombudsman Scheme at cms.rbi.org.in.
  4. As a last resort, file a consumer complaint at consumerhelpline.gov.in.

Frequently Asked Questions About Bank NOC

What is a bank NOC for hypothecation?
A No Objection Certificate (NOC) is an official letter from your bank or NBFC stating that the vehicle loan has been fully repaid and the financier has no further claim on the vehicle. It is the primary proof required to remove the HPA endorsement from your RC.
How do I apply for a bank NOC after loan closure?
Visit your loan branch or log in to the bank's online portal / app. Request an NOC for "Hypothecation Termination" against your loan account number. Submit the closure request form with ID proof. Most banks issue the NOC in 7–15 working days.
What is the fee for a bank NOC?
Most nationalised banks and NBFCs issue NOC free of cost after the last EMI. Some private banks charge ₹100–₹500 as processing / courier fee. Always insist on a zero-cost NOC — it is your right after a settled loan.
How long is the bank NOC valid?
NOC validity is set by the issuing bank and printed on the letter itself — commonly 3 to 6 months from the date of issue, though some lenders use shorter windows. Always check the expiry on your NOC and file Form 35 at the RTO well before it lapses, otherwise you will need to request a fresh NOC.
What should a bank NOC letter contain?
The NOC must mention: your name, loan account number, vehicle registration number, chassis number, engine number, date of final EMI, a clear statement that the loan is fully repaid, and that the bank has no objection to cancellation of hypothecation. It must be on bank letterhead with an authorised signatory stamp.
Can I get a NOC online?
Yes. HDFC, ICICI, Axis, and most major banks let you raise an NOC request on their net-banking / app once the loan is closed. The NOC is usually emailed and also couriered to your registered address. (Note: the NOC is a bank-issued letter — your RC / vehicle documents may appear on DigiLocker, but the NOC itself is not routinely hosted there; rely on the copy your bank sends.)
What if the bank delays or refuses to issue NOC?
First, escalate to the branch manager in writing. Under RBI Circular RBI/2023-24/60 (DoR.MCS.REC.38/01.01.001/2023-24) dated 13-Sep-2023, regulated lenders (banks, NBFCs, HFCs, ARCs) must release all original movable/immovable property documents and remove charges within 30 days of full repayment or settlement — failing which the borrower is entitled to ₹5,000 per day of delay as compensation. If unresolved, file a complaint with the RBI Integrated Ombudsman at cms.rbi.org.in.
How many copies of NOC should I collect?
Always collect at least 2 original copies on bank letterhead — one for the RTO and one for your records. Additionally keep soft copies; RTOs may return physical copies after noting the reference number.
Is the NOC the same as a loan closure letter?
No. A loan closure letter simply says the loan is closed. The NOC explicitly permits termination of hypothecation on the RC. Always ask for the "Hypothecation Termination NOC" (sometimes called "Form 35 NOC") — not just a closure letter.
Can I start the RTO process before receiving NOC?
No. The NOC is mandatory. Form 35 requires the financier's signature and stamp, which effectively comes with the NOC. Start the RTO process only after you have the physical NOC in hand.
